Key Points for Planning and Design of Abandoned Mine Outdoor Adventure Park Project

Project Overview

1.1 Project Background

Mines are surface wounds left after the extraction of mineral resources, and have long been a key focus of ecological restoration and reuse. With the deepening of ecological civilization construction, comprehensive tourism, and sports tourism, the ecological restoration and functional activation of mines have become an important direction for promoting the construction of mining parks and suburban parks in various regions. Transforming abandoned mines into outdoor adventure theme parks not only restores damaged mountains and ecological corridors, but also provides suburban outdoor sports, parent-child leisure, and campsite vacation spaces for urban and surrounding residents, achieving the unity of ecological, social, and economic benefits.

Outdoor adventure tourism is in a period of rapid growth, with strong demand for emerging formats such as rock climbing, flying, zip lines, high-altitude expansion, jungle crossing, and camping. Relying on the unique terrain, rock walls, and water resources of the mine, constructing differentiated and high-quality outdoor exploration projects can effectively avoid homogeneous competition and form a core attraction characterized by "mine rebirth+extreme challenges+nature education".

1.2 Project positioning and construction objectives

This project is positioned as a suburban outdoor adventure theme park based on the ecological restoration of abandoned mines, integrating high-altitude challenges, outdoor exploration, parent-child study tours, and campsite vacations. It is aimed at various markets such as surrounding urban customer groups, self driving tours, team expansion, and study institutions.

The main construction goals include: firstly, completing the ecological restoration and geological disaster control of the mining site, and achieving safe and operable operation; The second is to build a hierarchical and multi project outdoor adventure product system, taking into account both public experience and professional challenges; Thirdly, establish a complete system for operational management, safety assurance, and emergency rescue to ensure long-term safe operation; The fourth is to drive regional tourism and employment, becoming a demonstration model for urban ecological restoration and sports tourism.

1.3 Planning Scope and Deadline

Planning scope: The mining site and its surrounding areas, including available mountains, forests, and water bodies, are used as boundaries. The specific four dimensions and land area are subject to actual measurement and national spatial planning (the red line and current situation map of the land are to be provided, and this time the conventional mining park scale is set at XX hectares, estimated to be 15-30 hectares).

Planning period: arranged in three stages: short-term (1-2 years, first phase construction), medium-term (3-5 years, second phase improvement), and long-term (more than 5 years, three expected developments), to achieve rolling development and phased results.

1.4 Planning Principles

(1) Safety first principle: Adhere to the synchronous design, construction, and acceptance of safety facilities and projects, and establish a full chain safety guarantee system covering equipment, personnel, processes, and emergencies.

(2) Ecological priority principle: Based on ecological restoration, strictly protect mountains, water bodies, and vegetation, and coordinate restoration projects with landscape construction and project layout.

(3) Principle of adapting to local conditions: Fully utilize the height difference, rock walls, and water resources of the mine pit, reduce artificial landscaping, and highlight the characteristics of the site.

(4) Layered product principle: Configure projects according to difficulty and intensity, taking into account professional players, general tourists, and parent-child families, and expanding the effective customer base.

(5) Sustainable operation principle: Balancing one-time investment with long-term operating costs, reasonable installment planning, and ensuring the financial sustainability of the project.

Design of Outdoor Exploration Project System

2.2 High altitude Challenge Projects

2.2.1 Via Ferrata

Using steep rock walls in the mine pit to lay steel cable walkways, providing routes of different difficulty levels. At present, there is no national special industry standard for the Feilada project. The operator should refer to the safety management regulations for outdoor exploration and rock climbing projects, and focus on implementing: line classification and bearing capacity calculation, anchor point anchoring design and regular testing, continuous lifeline protection throughout the process, double locking equipment and mandatory double protection principle, operators and coaches holding certificates for work, and restrictions on tourist height and physical fitness access. Key structures such as anchor points, steel cables, and hanging pieces must be designed and tested by qualified professional units.

2.2.2 Rock Climbing

Combining natural rock walls with artificial rock slabs to set up climbing walls, and setting up difficulty levels in different zones. Implement the requirements of GB 19079.4-2025 for the site facilities, qualifications of practitioners, and safety assurance of rock climbing venues; The natural rock wall top protection system, protective hanging pieces, etc. should meet the standard requirements, and the bearing capacity and impact resistance of the rock slab should be tested.

2.2.3 High altitude expansion

Install high-altitude mesh arrays, single plank bridges, zip lines, and other units on steel structures or wooden columns. Those involving manned high-altitude amusement equipment should comply with the requirements of the Special Equipment Safety Supervision Regulations and large-scale amusement facilities; Non special equipment expansion facilities shall be implemented in accordance with the standards for expansion sites. The zip line project shall comply with GB/T 31258-2024 and be equipped with a reliable braking system.

2.2.4 Slippers and Cliff Swing

The zip line utilizes height differences to achieve rapid sliding and belongs to manned amusement facilities. Its design, manufacturing, installation, and inspection should be carried out in accordance with GB/T 31258-2024 and the management requirements for large-scale amusement facilities. Projects such as cliff swings that meet the definition standards for special equipment in terms of operating speed or height (with a maximum designed operating line speed of ≥ 2m/s or an operating height of ≥ 2m above the ground) should be supervised, inspected, and registered for use as special equipment.

2.3 Ground exploration projects

(1) Jungle crossing: Set up multi-level cableways between trees or structural columns, divide them according to difficulty, and equip them with safety ropes and protective devices;

(2) Directional Off road: Utilizing mountainous terrain to set up directional check-in points, suitable for teams and families;

(3) ATV/UTV Off road: Conducted on specially organized terrain tracks, emphasizing the wearing of protective gear and speed limits;

(4) Climbing trees and rope nets: suitable for physical training for teenagers;

(5) Archery field: equipped with professional protective nets and coach guidance.

2.4 Hydrophilic Experience Projects

Based on the water area at the bottom of the mine, water projects such as kayaks and paddleboards need to be equipped with lifeguards, life-saving equipment, and designated safe water areas; The water amusement park is aimed at parents and children, emphasizing water depth grading and monitoring prompts; Coordinate the ecological restoration of fishing areas and water bodies to ensure water quality safety.

2.5 Parent child interactive projects

Designed around "nature education+parent-child collaboration": mining geology and ecology research classroom, specimen handicraft workshop, little adventurer adventure, camping experience, etc. The project has low intensity and high safety, equipped with dedicated study guides, and balances education and entertainment.

2.6 Campsite Camping Projects

Set up tent campsites, RV campsites, and self built campsites, equipped with bathroom, water and electricity, lighting, fire protection, and garbage disposal facilities; Organize bonfire parties, stargazing, nature night watching and other activities to extend tourists' stay time and increase repeat and overnight expenses.
